The City of London is its own borough, distinct from the rest of Greater London, and the rules here reflect that. EC postcodes cover the financial district, the Barbican estate, the streets around Smithfield and St Paul's, and the eastern edge that runs down to Tower Hill. Most of the collection work we do here is not kerbside: it is basement parking under office conversions, residents' bays inside the Barbican's podium decks, or private courtyards off Cloth Fair and the lanes around Leadenhall. The ULEZ boundary has covered the Square Mile since the scheme began, so older diesels parked here have been paying the daily charge for years.
